PROBLEM TO BE SOLVED: To obtain a motion detector where a stable reference output of a sensor can be obtained even on occurrence of external disturbance by generating a reference signal at a corresponding point of time from the outputs at a plurality of points of time and detecting a motion of an image pickup device on the basis of the motion signal and the reference signal. SOLUTION: A reference output value calculation means 142 calculates and generates a reference output (reference signal) of an angular velocity sensor on the basis of a filtering result by a reference output detection LPF 141. The reference output value calculation means 142 sums two consecutive reference outputs among outputs of the reference output detection LPF 141 obtained by each sampling period and halves the sum. That is, the reference output value calculation means 142 provides the reference output at a corresponding point of time to summing averaging processing of output of the reference output detection LPF 141 by the reference output value calculation means 142. Thus, the summation and averaging of outputs of the reference output detection LPF 141 to obtain the reference output of the angular velocity sensor by the reference output value calculation means 142 can detect the stable reference output.
