PROBLEM TO BE SOLVED: To remotely and efficiently cut and remove fixed bolts of underwater structures without causing a large work reaction force and the like. SOLUTION: The fixed bolt remover 20 for underwater structure has a guide device 21 hung from above the water surface, an electric discharge machine 40 attached to the lower end of the guide device 21 and a remote operation device 30 arranged at a proper location on the water surface and connecting to the electric discharge machine 40. The electric discharge machine 40 is constituted of an upper frame fixed to the guide device 21 and provided with a positioning device, a lower frame positioning below the upper frame and attached to the upper frame freely driving, and a hollow cylinder discharge electrode movably supported by the lower frame and moved up and down by aligning to the positioning device.
