PROBLEM TO BE SOLVED: To manufacture all linings to have uniform thickness particularly in case of manufacturing a plurality of parts in a device and method for manufacturing shoe members including a clutch shoe or a brake shoe by a clutch device, a brake device, and the like. SOLUTION: This device is composed of a lower molding flask A for supporting a work body 10, a middle molding flask B for covering a part of the work body 10 projected from the lower molding flask A and supporting a lining member 11, and an upper molding flask C for pressing the lining member 11 against the work body 10 to mount. In this case, a gap (c) communicating with the outside of the molding flask exists between the periphery of a lining mounting surface of the work body 10 and the middle molding flask B.
