PROBLEM TO BE SOLVED: To delay starting timing of an actuator, switching timing of a pilot controlled directional control valve, etc. SOLUTION: A valve body (s) is provided with a first port 10, a second port 11 and a drain port 12, and a spool (s) is incorporated in the valve body (b) so that it slides freely there. One end of the spool (s) is in a face-to-face relation with one pilot room 13 connected to the first port 10 while the other end with the other pilot room 14 connected to the first port 10 via an orifice 23. A spring 17 is disposed between the spool (s) and the pilot room 14, and the force of the spring 17 interrupts connection between the first port 10 and the second port 11 and connects the second port 11 and the drain port 13 when the spool (s) is in the normal position. When pressure is led to the first port 10, the spool (s) moves against the force of the spring 17 and connects the first port 10 and the second port 11. After a lapse of the time equal to timing delay according to opening of the orifice 23, the spool (s) is returned to the normal position by the force of the spring 17.
