PROBLEM TO BE SOLVED: To prevent pulsation of discharge pressure by compensating positional slippage in the circumferential direction against a cam ring of a side plate on which a suction port and a discharge port are formed. SOLUTION: Communicating passages 331, 332 are formed by applying chamfering on a side wall corresponding to a suction cam part 291 and a discharge cam part 292 of a cam ring 29R. Communication of a pump chamber 341 and a suction port 37R partitioned between a vane 35 and a preceding vane 35 is blocked at a position slightly before the vane 35 reaches a terminal end of the suction cam part 291, and communication of the pump chamber 341 and the suction side communicating passage 331 is blocked instantly when the vane 35 reaches a terminal end of the discharge cam part 292. Additionally, the pump chamber 341 and the discharge side communicating passage 332 partitioned between the vans 35 and a following vane 35 are communicated to each other instantly when the vans 35 reaches a starting end of the discharge cam part 292, and immediately after it, the pump chamber 341 and a discharge port 38R are communicated to each other.
