PROBLEM TO BE SOLVED: To obtain a system by which the cost is reduced without requiring a connection work or the like and without the necessity of an exclusive public line contract by constituting the system for executing communication by means of equipment and a center with a portable telephone when the equipment having a radio LAN function and the portable telephone become a communication possible state through the use of a radio LAN. SOLUTION: The radio LAN devices 17d and 17a or the like incorporated in a city gas air conditioner 5 or a city gas meter 7 or the like periodically call the radio LAN device 3 incorporated in the portable telephone 1. When the portable telephone 1 to be in a communication possible area is confirmed, the devices 17d and 17a or the like execute communication with the radio LAN device 3 incorporated in the portable telephone 1 through the radio LAN 15. For example, a line is connected between the gas meter 7 and the portable telephone 1 and the gas meter 7 transmits a command to the telephone 1 to make a call to a center 19. The portable telephone 1 makes a call to the center 19 and communication is executed between the gas air conditioner 5 and the gas meter 7 or the like through the use of the line 13 of the portable telephone 1.
