PROBLEM TO BE SOLVED: To detect even a target of low optical energy by detecting the optical energy of the target as an image to convert to a two-dimensional image, and judging the energy intensity from cumulative image generated by fusing a plurality of the images. SOLUTION: The intensity of optical energy K from a target converted by a lens 1 is outputs as an analog signal by a light detecting element 2. The output signal, through amplification by an amplifier 3, an A/D converter 4, and digitizing process, is processed to convert to a two-dimensional image constituted of picture element having the target optical energy intensity as digital information. An image cumulative processing device 6 cumulates a plurality of these two-dimensional images to make a cumulative image. A target detecting device 7 compares the optical energy intensity of the respective picture elements of the cumulative image with a threshold value for detecting the target, and when the optical energy intensity does not exceed the threshold value, it is judged to be an unnecessary signal such as noise, and when it exceeds, it is judged to be the target, and the target is detected.
