PROBLEM TO BE SOLVED: To automatically obtain a speaking speed suitable for a user in a telephone set equipped with a speaking speed converting device. SOLUTION: A clocking part 5 calculates an observation lapse time t since the end of the speech of a communicating party until the start of the speech of a user based on a detected result from a second voice signal detecting part 4 and a first voice signal detecting part 2, and a mean response time calculating part 6 calculates a mean response time T. Moreover, a threshold value calculating part 7 calculates each threshold value t1 and t2, and compares each threshold value t1 and t2 with the observation lapse time t, and when the observation lapse time t is more than the threshold value t1, a reproducing speed magnification n is changed toα.n (α=0.9), and when the observation lapse time t is less than the threshold value t2, the reproducing speed magnification n is changed toβ.n(β=1.1).
