摘要 PROBLEM TO BE SOLVED: To continue stable operation of fuel production unit even when operation output from a power plant fluctuates by providing a bypass line branched from a piping line through which a heat medium that receives heat generated in the power plant circulates. SOLUTION: In this oil combustion combined cycle power plant, a piping line 90, heat supply means 30, bypass line 91, and heat means 93 are provided. A heat medium such as steam in a heat-collecting boiler 86 that has received the heat generated by a power plant B is circulated in the piping line 90, and the heat supply means 30 supplies heat from the heat medium to a heat production unit A. The bypass line 91 is branched from the piping line 90 and the heat medium flown from the heat supply means 30 is recovered by bypassing the power plant B. The heat means 93 is interposed, for example, in the bypass line 91. Heat generated in the power plant B is supplied in the fuel production unit A via the heat medium. By providing the bypass line 91 with the heat means 93, steam pressure from the bypass line 91 is controlled according to operation conditions of the power plant B, and the heat production unit A is heated. Therefore, the heat production unit A can be operated continuously without fluctuation.
