PROBLEM TO BE SOLVED: To release remaining stress of a transmitting part of power of a drain cock after shut-out, and extend a life by making a detecting part conductive only for a constant time after lapse of a constant time from shut-out of a motor, and driving the motor in a reverse direction. SOLUTION: A shut-out detecting part is made conductive, a motor M is driven, a drain cock V is driven from one condition. As a result, the drain cock V becomes the other condition, and it is detected that excessive current flows to the motor M. Accordingly, the detecting part which is made conductive is shut-out, current of the motor M is broken, the detecting part is made conductive for a constant time after a constant time, the motor M is driven in the reserve direction, and then, a return motion is performed. It is set that motor current detected by the detecting part is increased, and a time until shut-out after exceeding the value is set longer, the drain cock V is switched from one condition into the other condition, and remaining stress of a transmitting part of power of the drain cock after shut-out is released.
