PROBLEM TO BE SOLVED: To reduce force which is necessary for opening a valve, make a manual valve, a solenoid valve, and an opening/closing valve in common with each other, and improve reliability by applying force to a cone secondary extending part of a diaphragm valve from a diameter direction, and opening/closing the diaphragm valve with a manual valve without opening a pilot hole. SOLUTION: In the case where a solenoid valve is not opened/closed by power-cut and the like, an upstream side of a bypass flow path 14 becomes a primary side water supplying passage, and the downstream side becomes a secondary side water supplying passage, when a manual operating part is operated. In a diaphragm valve 17, a cone 34 having a pilot hole 33 is fixed to a center part of the diaphragm 32. When a push rod 40 of the manual operating part is pushed, it abuts on a lower part of the cone 34, the diaphragm 32 is separated from a valve seat 16, water of the upstream side in the flow path 14 flows out to the downstream side, and it flows in the secondary side water supplying passage, and a toilet is cleaned. When pushing the push rod 40 is stopped, the push rod 40 is moved in the left direction, it is separated from the cone 34, and is returned to a vertical condition. Furthermore, the diaphragm 32 is seated on the valve seat 16, and it is stopped that water flows from the primary side water supplying passage to the secondary side water supplying passage.
