PROBLEM TO BE SOLVED: To provide a manufacturing method and device for plasma display panels using less processes for manufacture and allowing establishment of a simple and small-sized manufacturing facility. SOLUTION: A thin film for transparent electrode is provided on a front-face glass board and irradiated with a laser beam 64 continuously at certain intervals. The thin film remains between line-form irradiated regions, of the laser beam 64, and these film pieces constitute transparent electrodes. The section shape of laser beam 64 is restricted by a mask 66, which can take different directions upon rotating round the beam running axis. A control means 84 controls the laser 64 emitting timing, mask 66 direction, and movement of the board, so that it is possible to form transparent electrodes of various shapes.
