Infrared rays are introduced into an infrared-transparent substrate (10) placed on a measurement environment, and round-trip echoes leaving the infrared-transparent substrate (10) are detected. The kinds and/or amounts of environmental substances existing near the infrared-transparent substrate (10) are determined by spectroscopy of the detected infrared rays. Based on the kinds and/or amounts of environmental substances existing near the infrared-transparent substrate (10), the kind and/or concentrations of the environmental substances in the measurement environment are determined. Thus, environmental substances, such as organic contaminants in the atmosphere, and their concentrations can be determined with high sensitivity in real time.
