A system and method for monitoring defects in a plurality of modem-connected communication channels between a network switch and a modem pool such as for an Internet Service Provider. The switch monitors call duration times to determine when calls have been dropped, and maintains a resource list to identify modems or channels which are deemed to be reliable resources.
