PROBLEM TO BE SOLVED: To obtain a surface treated steel sheet having corrosion resistance and adhesion equal to those of a chromate treated steel sheet. SOLUTION: A surface treating soln. contg. peroxidized titanium-contg. anions having the structure in the formula and phosphoric ions is coated on a galvanized steel sheet or a galvanized alloy steel sheet, which is heated at 50 to 200 deg.C without executing water washing and dried, by which a chemical conversion film contg. a quadrivalent titanium compd., oxalate and phosphate is formed on the galvanized layer or galvanized alloy layer.
