PROBLEM TO BE SOLVED: To efficiently conduct the arranging works of a plurality of horizontal reinforcements. SOLUTION: A plurality of the horizontal reinforcements 2 are connected in a reed screen shape at intervals corresponding to the intervals of arrangement, and these horizontal reinforcements 2 are hung up collectively and introduced to the positions of arrangement and the reinforcements are arranged. The device for lifting a plurality of the horizontal reinforcements 2 at the positions of arrangement by collectively holding the horizontal reinforcements 2 has at least two slings 4 for holding the horizontal reinforcements 2 at the positions of at least both end sections, and hooks 5 capable of holding the horizontal reinforcements 2 are installed to each of these slings 4 at intervals corresponding to the intervals of arrangement. The hook 5 is composed of a hook body retaining the horizontal reinforcement 2, a stopper holding down the horizontal reinforcement 2 and preventing the falling-off of the horizontal reinforcement 2 and a spring urging the stopper in the direction that the horizontal reinforcement 2 is held down. The intermediate section of the stopper is supported rotatably by a pin to the hook body, and the front end section of the stopper is urged in the direction that the horizontal reinforcement 2 is held down by hung load by connecting the base end section of the stopper to the sling 4.
