PROBLEM TO BE SOLVED: To obtain the subject precursor for titanium-silicone complex oxide excellent in storing stability or the like capable of providing a complex oxide having an excellent hydrophilic property or the like by combinedly using a titanium alkoxide, an alkoxy silane and an amino alcohol or the like. SOLUTION: The objective precursor is obtained by reacting (A) one or more compounds selected from a group comprising an amino alcohol, a carboxylic acid, a hydroxycarboxylic acid, aβ-diketone compound and aβ- diketo ester compound with (B) a titanium alkoxide of formula I (R1 is an alkyl, an aryl or the like) and (C) an alkoxysilane of formula II [R2 is an alkyl, aryl or the like; (p) is 2, 3 or 4; R3 is H, an alkyl or the like; and q=(4-p)]. The preferable mole ratio of Ti and Si in the precursor is (Ti:Si)=95:5-5:95. A solution of the precursor is obtained by dissolving the precursor in an aqueous solvent.
