PROBLEM TO BE SOLVED: To provide a granulated asphalt covering film and a manufacture thereof, excellent in packageability, storability and transportability as a packaging material for granulated asphalt having 0.01 to 100 g in weight, having less restriction to a melting point and thickness, and capable of improving dispersibility when it is melted under heating. SOLUTION: A granulated asphalt covering film for covering the surface of asphalt whose weight is 0.01 to 100 g has 70 deg.C<Tm<=300 deg.C of a melting point Tm and 2 to 200μm in thickness and is made of a thermoplastic resin. This granulated asphalt covering film is formed by any method of a T-die cast film extrusion method, a blown-film extrusion method and a calendered-film forming method.
