PROBLEM TO BE SOLVED: To judge whether a fraudulent action is made or not in a game machine in which a large quantity of balls or medals are won. SOLUTION: A counter 10 is installed in a pachinko hall to be operated by a customer him/herself. A ball reception section 14, the receipt discharge port 17 of an issuing device 16, an input action section 18, and a display device 20 are provided on the upper face of a case 12. The issuing device 16 issues a receipt when the issuing key of the input action section 18 is turned on. The machine number inputted via the ten-key action of the input action section 18, the date, and the count value of pachinko balls counted by a ball counting sensor are printed on the receipt. If receipts described with count values of a specified value or above are issued many times on the same machine number in one day, some kind of fraudulent action on the pachinko machine with the said machine number can be predicted.
