PROBLEM TO BE SOLVED: To provide an active water saving and regulating device capable of saving water resources without being affected by city water pressure and others by suppressing the amount of delivered water without changing the use feeling of a city water faucet, while converting the water into a tasty one. SOLUTION: Because it is very difficult for general families, work places, and stores to individually change a city water pressure, the size of a flow path of the city water is varied according to the water pressure as well as to a variation in pressure, and far infrared radiation and magnet materials are utilized to produce activated water.
