PROBLEM TO BE SOLVED: To prepare a multi-layered ion exchange film capable of flowing a high electric current at a low voltage and giving a deionized water of high specific resistance by controlling the area of a layer to have the opposite charge to the ion of a functional group of a multi- layered ion exchange film, where the ion of a functional group is formed in a layer on one surface of the film after dissociation, to a specific ratio per the area of an effective ion transmission of the ion exchange film. SOLUTION: The area of a layer with an opposite charge is controlled to 1-99% of an effective ion transmission area of a multi-layered ion exchange film. The electric regeneration type deionized water manufacturing method is a method in which water to be treated is flown in a desalting room, where ion exchangers comprising alternatively located cation and anion ion exchange films are contained, of an electric dialysis vessel, which is composed of the desalting room and a concentration room, and an electric current is applied thereto, and this cation and/or anion exchange film is composed of the multi-layered ion exchange film on one surface of which there is a layer where the ion of a functional group formed by 1-99% of the effective ion transmission area after dissociation has the opposite charge to the ion of the functional group of the ion exchange film, and the layer with the opposite charge is located against the desalting room.
