PROBLEM TO BE SOLVED: To prevent generation of defective sealing by pulling both side edge parts of a bag opening part at a specified relative speed or at a lower speed, and sealing the opening part in a flatly closed condition to provide an appropriate residual space in a bag, to dispense with a process to level the powder by the tapping, and to eliminate the blow out of the powder. SOLUTION: A double-folded bottom sheet 12 is attached to a lower parts of a pair of body sheet 11 in a sealing manner, and both edge parts of both body sheets 11 are attached to each other to form a bag body 10A. After the powder is filled in a bag 10 from an opening part 13, both edge parts of the opening part 13 are griped by a pair of grippers 21, and the grippers 21 are pulled in the direction opposite to each other at the relative to pulling speed of 20 mm/sec. or under to keep the opening part 13 in a flatly closed condition, and heat-sealed by a seal bar 22. By pulling both edge parts at a low speed, the level of the powder filled in the bag 10 is gradually and naturally raised upward, the opening part 13 is free from any slackness, and flatly closed and sealed to keep the ratio of time residual space to be an appropriate value of 8% or under.
