The work crushed by the crushing machine 1 is supplied to a mixing means 30 where the chemical is mixed with the treating agent supplied from a treating agent supply section 34. Hot gas is supplied to heating cylinders 22 and 12 in a heat treatment device to heat cylindrical bodies 21 and 11.
