PROBLEM TO BE SOLVED: To easily regulate the adhesive force by setting the density data for activation, and activating an adhesive layer based on the density data in a label issuing device to activate the adhesive force for a label with the adhesive layer provided thereon, and issue the label. SOLUTION: In this label issuing device comprising a printing part 4 to implement the printing on a printing surface 3a of a paper sheet 3 uncoiled from a paper sheet roll 2, a cutter 5 to cut the paper sheet 3 to a specified length, and an adhesive force activation part 6 to heat a heat sensing type adhesive surface 3b of the paper sheet, the adhesive force activation part 6 comprises a thermal head 6a provided on the heat sensing type adhesive surface 3b side and a platen roller 6b provided on the printing surface 3a side. A control device is provided with a density data setting means to set the density data to activate the heat sensing type adhesive surface 3b. The energization to the thermal head 6a is controlled to activate the heat-sensing type adhesive surface 3b based on the set density data.
