PROBLEM TO BE SOLVED: To provide a pretreatment method for a catalyzation treatment which is capable of adhering a uniform and sufficient amount of a palladium catalyst to a resin surface or to the inside of microholes, such as blind holes and through-holes, formed on the resin surface in the catalyzation treatment without using a cationic surfactant which is widely used heretofore. SOLUTION: This pretreatment method for the catalyzation treatment consists in immersing a resin base material into an oxidizing agent liquid containing permanganate or chromic acid prior to the catalyzation of the base material with the catalyst liquid containing the palladium compound, then immersing the base material into a throwing power improving agent which contains an amine base component and a nonionic surfactant or further contains copper ions in both thereof, and does not contain the cationic surfactant. The throwing power improving agent with the palladium catalyst used for the same contains the amine base component and the nonionic surfactant and contains the copper ions in some cases and does not contain the cationic surfactant.
