PROBLEM TO BE SOLVED: To wind an item to be bound without applying tension to a cord. SOLUTION: After a cord drawn out of a bobbin 31 is stretched on a dry roller, the cord is fed into a binding means for binding an item to be bound through a fixed guide 33, a movable guide 34 and a cord insertion hole 37. When the movable guide is constituted such that it may be ascended or descended along a guide rod 39, the item to be bound is bound, the cord is fed through the cord insertion hole and the movable guide 34 ascends. A weight of the movable guide 34 is applied to the cord due to ascending of the movable guide 34, the cord is tensioned without any looseness between the movable guide 34 and the bobbin 31 and press contacted with an outer circumference of a rotating drive roller and the rope drawing-out operation is carried out by the bobbin 31.
