SOLUTION: There are provided a sheet transferring conveyor 12; a mobile plate 35 arranged at an upstream side of a filling section P in such a way that it can be moved forward or rearward and formed in such a way that it can be arranged at the upper surface of the sheet 2 of the filling section P under a state in which a commodity 5 is being mounted on it; and a drag plate 46 arranged at a downstream at the filling section P in such a way that it can be moved forward or rearward. The commodity 5 is transferred to the sheet 2 at the filling section P by the mobile plate 35, filled by it and then the sheet 2 filled with the commodity 5 is transferred to the downstream side by the drag plate 46. At this time, the commodity 5 is prevented from being displaced in position toward its side or being dropped by holding of the side guide 30 and by the folded flap 2a.
