PROBLEM TO BE SOLVED: To provide a manufacturing device for a brush structure like being excellent in appearance and continuously manufacturable. SOLUTION: This device 1 manufactures a brush-like structure by cutting a cord-like body 2 into certain lengths, and clamping and twisting the center of each cut piece by means of a plurality of cores 8. In that case, the device includes a pair of winding arms 4 for winding the cord-like body 2 thereon and a feeder for feeding the cord-like body 2 from the rear end of each winding arm 4 to a cutting device 6 located at a front end, the feeder having threads 4a, (4b) cut on the surfaces of the winding arms 4 in opposite directions and a reversing mechanism 5 for rotating the pair of winding arms 4 in a reverse direction about their axes.
