PROBLEM TO BE SOLVED: To provide a method for producing an aqueous solution of a cationically thermosetting resin containing a smaller amount of environmentally undesirable 1,3-dihalo-2-propanol and 3-halo-1,2-propanediol by which an aqueous solution of a polyamide-polyamine-epihalohydrin resin hardly reducing the effect for improving a wet paper strength is obtained even if the solution is used as an agent for improving the wet paper strength. SOLUTION: This method for producing an aqueous solution of a cationically thermosetting resin by reacting a polyamide-polyamine with an epihalohydrin in an aqueous solution containing the polyamide-polyamine obtained by reacting an aliphatic dibasic acid and/or a derivative thereof, with a polyalkylene- polyamine, comprises further adding an alcoholic compound containing no amino group after reacting the polyamide-polyamine with the epihalohydrin.
