PROBLEM TO BE SOLVED: To obtain a contact electrifying device provided with a condition for improvement of uniform electrification produced by taking into account frequency characteristics of capacitance. SOLUTION: In this device, when the capacitance per unit area of an elastic member 1b, Cf [F/m2], being applied with AC voltage of an arbitrary frequency f [Hz], is expressed as Cf=C1k.(f/1000)-a utilizing the capacitance C1k [F/m2] per unit area when AC voltage of 1 kHz is applied, and a rate of change 'a', the capacitance C per unit area of a minute range of the elastic member 1b is substituted by Cf for each frequency component constituting the voltage of a rectangular pulse that is equivalent to the voltage applied to an electrifying system. Additionally, the elastic member 1b is constituted by a material where the rate of change 'a' is within a range of; a<=-0.1544.log (C1k/C0)+0.0307, or furthermore, within the range of; a<=-0.146.log (C1k/C0)-0.0688.
