<p>PROBLEM TO BE SOLVED: To reduce both a coding processing amount and a coding bit rate in a sub band coding and decoding system. SOLUTION: A band division means a01 divides a coded input signal s00 to a sub band coder into k-sets of bands and outputs n (<k) sets of bands of band split signals s01. A scale factor introducing means a02 detects a maximum level of the band split signals s01 by each of n-sets of split bands and outputs scale factor information s02 which is a normalized magnification factor. A bit assignment introduction means a04 outputs bit assignment information s04 by each of n-bands. An assigned value of (n+1) to k-th bands is set to 0. A re-quantization means a06 applies re-quantization to the band split signal s01 by each split band, a frame configuration means a07 configures a coded frame and outputs it. Thus, while keeping the sound quality, the coding rate, the processing delay time and the processing arithmetic amount can be reduced.</p> |
