PROBLEM TO BE SOLVED: To obtain a remote image monitoring and controlling method capable of positively performing remote control and setting of a monitoring camera, etc., by utilizing a sound frequency band of an asymmetrical fast modem and transmitting control and setting data on various remote operations including monitoring camera control data from a monitoring side to a side to be monitored. SOLUTION: An image picked up by a monitoring camera 11 is subjected to digital conversion, encoding and compression as an analog image signal by an image encoder 12 and subsequently, is transmitted as modulated image data in a down high frequency band onto a two-wire metallic cable 30 from an asymmetrical fast modem 13. In a monitoring side 20, a personal computer 23 for control is connected to a splitter included in or attached to an asymmetrical fast modem 21. A digital signal from the computer 23 is converted into an analog signal by an internal modem, then transmitted to a side 10 to be monitored through the splitter and given to the camera 11. Thus, it is possible that a maintenance personnel does not have to go to the remote side 10 to be monitored.
