PROBLEM TO BE SOLVED: To provide an address distributor and its distribution method where a plurality of address distributors mutually monitor the address distribution function to supplement part of address resources unable to be served due to a function stop of part of the distributors by the other distributors and devices can utilize the address resources on a network without deficiency due to a defect of part of the distributors. SOLUTION: The address distributor 104 distributes address resources stored in a memory to a plurality of devices 101, 102, 103 on a network, periodically makes a request to another address distributor 105 for distribution of the address resources and when the address resources cannot be received, another address distributor 105 distributes the address resources to be distributed on behalf of the address distributor 104.
