PROBLEM TO BE SOLVED: To automatically set optimum communication route information. SOLUTION: Repeaters Rep (Rep1 and Rep1) are provided between a radio transmitter Tx1 and a radio receiver Rx1. In such a case, the transmitter Tx1 is provided with a function for transmitting a communication check command signal for establishing a communication route, and the receiver Rep1 is provided with a function that attaches a carrier level value and a device number proper to the repeater Rep1 and relays received radio data to the other repeater Rep2 when the received radio data is a communication check command signal, a function which compares the carrier level value of a communication check command signal relayed from the other repeater Rep2 with the carrier level value of the communication check command signal relayed by the repeater Rep1 itself and sets so that the relay can be performed as long as the carrier level value of the communication check command signal relayed by itself is higher, and a function that does not perform relay even though a radio signal other than the communication check command signal is received when setting is made so as not to perform relay.
