PROBLEM TO BE SOLVED: To reduce bands and delay time necessary to control for performing a radio band allocation request for a radio channel. SOLUTION: A radio band allocation request and band allocation processing are repeatedly executed through a polling method by repeatedly executing steps S20 to S22 when the request value of a radio band allocation request issued from a radio terminal station is not '0' and transmission data exists in the radio terminal station. In the case, the transmission data is processed and does not exist any more in the radio terminal station and the request value of the radio band allocation request to a radio base station becomes '0' (step S20: YES), the radio base station counts the number of receiving times of the request value '0', and when the number of the receiving times reaches a threshold (step S24: YES), the radio base station shifts a radio band allocation request method from a polling method to a random access method.
