PROBLEM TO BE SOLVED: To provide a device and a system capable of respectively encoding and decoding low and high resolution video without damaging compatibility with a device corresponding only to low resolution video while maintaining high quality image quality. SOLUTION: This device is provided with filters 105 and 111 dividing image data of high resolution into low frequency component data and high frequency component data, an encoding means 103 encoding image data of low resolution or the low frequency component data, an encoding means 109 encoding the high frequency component data, an extracting means 107 extracting different high frequency component data from the low frequency component data and a suppressing means 108 inputting the different high frequency component data extracted by the extracting means to the 2nd encoding means, and encodes the different high frequency component data in the low frequency component of the high resolution image data together with the high frequency component data of the image data.
