<p>PROBLEM TO BE SOLVED: To simplify a motion detector, to decrease redundancy and to attain coding matching the characteristics of a video signal by using a motion vector and outputting a 3rd compression stream resulting from applying high efficiency coding employing motion compensation to a difference signal among 1st, 2nd video signals and a 3rd video signal that is generated from a decoded video signal of the 1st and 2nd video signals and has the same resolution as that of the 1st video signal. SOLUTION: A motion vector converter 118 users a motion vector being the output of a motion detector 102 so as to output a reference image for a difference signal in the unit of macro blocks on the basis of a reproduced difference signal between a coded frame and a reference frame having already been coded and stored in an image memory 117 and decoded. A DCT device 119 applies DCT to each block of a difference signal being an output of a motion compensation device 116 and provides an output. A quantizer 120 quantizes a DCT coefficient and provides an output. A variable length coder 124 outputs a 3rd compression stream by applying variable length coding to a prescribed flag not including an output of the quantizer 120 or a motion vector.</p> |
