<p>PROBLEM TO BE SOLVED: To provide a padding device for video signal coding which improves the relation of a bit rate and distortion for each block. SOLUTION: An 8×8 pixels extracting part 2 extracts the block of 8×8 pixels from an input image 1 and transmits the block to a background pixel vector embedding part 3. The part 3 embeds a pixel vector in the background part of the block. An initial vector deciding part 4 calculates such a vector as to lower an evaluation function E(z) obtained by making entropy E1(z) after DCT application and a quantization error E2(z) its elements and defines the vector as an initial vector. Next, an optimum embed vector deciding part 5 calculates an optimum embed vector (z) minimizing the function E(z) by using, e.g. a BFGS method and embeds the vector (z) in the background part.</p> |
