PROBLEM TO BE SOLVED: To handle subscribers equally to or more than the capacity of a transmission line and to facilitate an upgrade. SOLUTION: A trunk bus 11 to which a trunk unit 1a is connected and a tributary bus 12 to which tributary units 3 to 6 are connected are provided, a time slot assignment unit 2a is provided between the both buses, and the unit 2a dynamically exchanges a trunk side time slot and a tributary side time slot. A common line controller 7a is also provided between the both buses 11 and 12, and the controller 7a performs dynamic assignment control of a time slot and sends a switching request for time slots to the unit 2a.
