PROBLEM TO BE SOLVED: To provide a CDMA mobile communication system where voice quality can be enhanced by decreasing occurrence of momentary interruption due to hard hand-off. SOLUTION: A detection section 12 detects whether or not a measurement message received by a reception section 11 includes a cell under the control of other system. A revision section 13 reads a margin corresponding to the cell under the control of other system from an adjacent cell information table 14 and adds it to the cell when the message includes the cell under the control of other system. When a revised pilot signal strength reaches a threshold value to start hand-off between systems, a hand-off discrimination section 15 starts the hand-off between the system and when not reaching the threshold value, the section 15 sets a timer 18. When the count of the timer 18 reaches a preset timer value, the timer 18 reports expiration of time. A measurement message request transmission section 19 transmits a measurement message transmission request to a mobile set via a transmission section 17 when the timer 18 expires.
