PROBLEM TO BE SOLVED: To distribute presence of interaction and its contents at the start of the interaction without bothering participants and to distribute contents of the interaction even when the interaction is accidentally started. SOLUTION: A voice data buffer section M22 stores a voice of a user entered by a user transmission unit 22 in this interactive information distribution system via a 1st voice data reception section M20, and the voice is used for discrimination of an interaction participant conducted by an interaction participant discrimination section M38 through the use of an utterance time measurement section M24, a near-by keyword detection section M32 and a simultaneous utterance keyword detection section M36 or the like. The result of discrimination is used to discriminate the distribution destination of voice data by a distribution destination discrimination section M44 together with group data stored in a group data storage section M40 and the result of detection of a distribution keyword by a distribution keyword detection section M42. When the distribution destination is selected, a 2nd voice data transmission section M46 transmits wireless voice data to a corresponding user reproduction unit 14.
