PROBLEM TO BE SOLVED: To provide a moving image encoding device, a moving image output device and a storage medium capable of outputting moving image data by executing encoding of moving image data in a method being suitable for an environment where the throughput and storage capacity of data are limited to generate moving image coded data and by realizing decoding corresponding to the moving image coded data. SOLUTION: An image codec part 6 reduces the information amount of encoded moving image data and throughput at the time encoding processing and decoding processing are performed by appropriately inserting a B' picture and a B" picture being frames to which information for eliminating decoding processing is added when the decoding processing is performed in the case of generating the encoded moving image data having a GOP(Group Of Picture) consisting of an I picture, a P picture and a B picture.
