PROBLEM TO BE SOLVED: To provide feedback for a user when a data link connection is newly set. SOLUTION: An information communication device which relays communication data by an information communication network confirms the state of a connection with a next transmission destination (connection state confirmation part 2a, route storage part 3, and connected data link connection storage part 4) and then refers to data link connection setting conditions entered into the communication data when a new connection needs to be established. When the setting of the data link connection is allowed, a data link connection is newly established (route connection part 2c) and the communication data are relayed (communication part 1). When the setting of a data link connection is not permitted, on the other hand, an information communication device as the transmission source of the communication data is informed that a new connection needs to be established (connection state information part 2b and communication part 1).
