PROBLEM TO BE SOLVED: To prevent break or peeling off of a current collecting tape in stacking with a long electrode plate having a different polarity through a separator, at the start of winding work on a winding core and firmly weld to a current collecting terminal plate by forming a cut off part at the starting end of electrode plate winding in the current collecting tape welded to the both surfaces of a coining part formed at the edge along the length direction. SOLUTION: Two stripe wide current collecting tapes 2 having a cut off part 3 of the length (1) from the end of winding start are welded to the both surfaces of a coining part 1a formed over the whole length of the side edge of a substrate of a long positive electrode plate in which a positive electrode active material is filled in a main part 1b. The end part 1A of the start of the winding of the long positive electrode plate to be spirally wound with a long negative electrode plate through a long separator whose one side edge is positioned on the inside of an outside edge part 2b of the current collecting tape and the other side edge is projected outward than the positive electrode plate is smoothly wound at starting by the cut off part 3 of the current collecting tape. Welding of a positive electrode current collecting terminal plate attached to the upper surface of the outside edge part 2b of the current collecting tape is made smooth.
