PROBLEM TO BE SOLVED: To enable only a mobile station that receives a car allocation instruction from a base station or is called by the base station to hear the voice sent from the base station or to enable all mobile stations to hear the voice sent from the base station by making only the mobile station that is individually called by the base station cancel its mute state. SOLUTION: When a base station gives a car allocation instruction to only a necessary mobile station or calls this mobile station, a radio unit 1 of the base station transmits an individual call signal to the mobile station via the operation of an area display device 4 of the base station. The mobile station receives the individual call signal from the base station via a mobile station radio unit/internal recoding unit 10 and decides whether it is a car number corresponding to the individual call via a signal processor 11. When the mobile station decides that it is the car number corresponding to the individual call, the mobile station cancels its mute state and at the same time starts to record the received signals. When the mobile station decides that it is not a car number corresponding to the individual call, the mobile station keeps its mute state. As a result, the secret communication is attained to enable only a necessary mobile station to hear the voice received from a base station and the voice sent from the base station can be recorded automatically and with interlocking by a mobile station radio unit/internal recording unit 8.
