PROBLEM TO BE SOLVED: To secure accumulated power to the utmost by reducing the dispersion of the potential between each capacitor constituting an accumulator. SOLUTION: Two capacitor banks 12 and 13 are interposed in parallel in an accumulator 4, and one hand of each capacitor 12 and 13 is made to pause, according to the current flowing to the accumulator 4. The voltage between the terminals of each capacitor parallel circuit 23 is equalized, by discharging the charge of each capacitor parallel circuit 23 individually via an individual discharge circuit 25 by means of the paused capacitors 12 and 13.
