PROBLEM TO BE SOLVED: To obtain an electrostatic charging device which is capable of decreasing the ozone and NOx to be generated and diffused, making uniform electrostatic charging on the surface of a body to be electrostatically charged and eliminating the defective image occurring in the electrostatic charging device and an electrostatic charging method therefor. SOLUTION: The electrostatic charging device for electrostatically charging the body to be electrostatically charged by an electric discharge has dielectric substances 3 and 4 facing each other and bump electrodes 1 and 2 which are arrayed in the form of plural pairs between these dielectric substances 3 and 4 facing each other and at least one-side ends of which are held by the dielectric substances 3 and 4. The electric discharge is generated by impressing voltage between the bump electrodes 1 and 2 making the pairs.
