PROBLEM TO BE SOLVED: To designate another reliable user as a recommender and to provide recommendation information to a request user while controlling the disclosure of personal information on the side of the designated user. SOLUTION: When a user designate the collection destination of recommendation information, a user agent 2401 moves to an agent control means 1302 of a user terminal 1002 of the designated destination and collects the recommendation information. An information provision permitting means 2502 of the moving destination judges whether or not the recommendation information is to be applied to that user agent 2401. Based on the judgement of the information provision permitting means 2502, a personal information managing means 2302 acquires suitable recommendation information from a personal information storage means 2202 and applies it to the user agent 2401. The user agent 2401, which completes collection, moves to an agent control means 1301 of the transmission source, outputs the collected recommendation information to a presentation information generating means 1401 and displays the final recommendation information on an input/output means 1101.
