PROBLEM TO BE SOLVED: To allow a radio subscriber system to surely assign a radio channel for an emergency call even when the radio channel is in congestion on the occurrence of the emergency call and to accommodate non-emergency call and the emergency call without distinguishing them. SOLUTION: Line connection controllers 22, 24 are provided with a plurality of reservation radio channels that are not assigned to a call of a subscriber in a normal operating state but assigned to an emergency call. When the radio channel is in congestion and a call request comes newly from a subscriber, the line connection controllers 22, 24 assign one of a plurality of the reservation radio channels for the call. When the call is an emergency call, the line connection controllers 22, 24 continue the call, forcibly interrupt a radio channel having been assigned for a non-emergency call among calls used at present and release the interrupted radio channel.
