PURPOSE: A cosmetic composition improving skin elasticity effect is provided, which enhances skin elasticity effect by using soybean extract showing preventing effect on disintegration of elastin and/or malt extract showing preventing effect on disintegration of collagen, maximizes skin elasticity effect by wheat protein, and promotes moisturizing ability by caffeine and/or L-carnitine. CONSTITUTION: A process for the preparation of cosmetic composition improving skin elasticity effect comprises the steps of: mixing distilled water and glycerin, disodium ethylenediaminetetraacetate, propyleneglycol, and maintaining at 70deg.C(reagent 1); mixing liquid paraffin, cetostearyl alcohol, polysiloxane, oilphilic monostearate, stearic acid, sorbitancesquiolate, monostearate polyoxyethylene sorbitan, methyl parabene, propylparabene, and maintaining at 70deg.C(reagent 2); adding the reagent 2 to the reagent 1, and emulsifying at 3600rpm/3minutes; cooling to 50deg.C, and adding a compound(a combination of soybean extract, malt extract, wheat protein, caffeine and/or L-carnitine), a perfume and carboxyvinyl polymer; cooling again to 30deg.C after shaking well.
